Securing an engineering foundation begins with competitive technical entrance tests. Despite having to study textbooks through human readers and cassette recordings, I prepared rigorously and earned a qualifying rank in the state polytechnic entrance examination.

Yet when I arrived at the centralized counselling center, the admissions committee refused to process my rank card. The administrative rulebook contained an arbitrary disqualification: candidates with more than 40 percent visual impairment were strictly prohibited from technical diploma programs. In the bureaucratic imagination, circuit diagrams, machinery, and technical drawings were deemed impossible without physical eyesight.

We refused to accept that verdict as the final word. Armed with statutory provisions from the newly enacted Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act of 1995, my mother and I travelled across government offices, petitioning the State Disability Commissioner and presenting our case directly before the Commissioner of Technical Education.

We demonstrated that mathematical analysis, algorithmic thinking, and engineering principles are cognitive faculties, not optical ones. Following rigorous administrative representation, a landmark special directive was issued, overruling the disqualification clause.
